More fine than with any deal the EU would agree on. The EU does have something to lose. A nice chunk of trade, actually. But the politicians of the EU don't really care, because 1) They won't personally suffer from it 2) They won't be blamed for it 3) Even if some people blame them, what can these people do? Vote? Yeah, they know how that works in the EU, they're not scared.

50% of UK's trade is with EU (imports and exports). Without a deal, it's a hard border with trade almost to a standstill. Good luck with your crashing economy when hundred of thousands of people lose their job at the same time.
